1. Reading and approval of the previous minutes.
2. Discussions :
a. Job descriptions/ Roles of Officers- each officers will email to Lilia their own job description based on their position/ committee they chair. The deadline is at the end of June 2010. Lilia will finalize the mission, goals, and objectives and the job description by the end of July , then post them on the blog by first week of August.
b. We must respond/ acknowledge all emails that is posted
c. Schedule of next regular meeting

3. Agenda:
A. Organizational set- up and Finalization of Papers for PAFEL.
* Officers job description. Send job description to Lilia asap.
Ronnie Mataquel will remain as Executive auditor, Bella will communicate with him.
* What is PAFEL ? -- A collaboration of organizations established towards achieving
leadership in education. PAFEL is an advocacy group. PAFEL description as an
organization need to be refined and finalized .
B. Projects
* Concentrate on 2 big projects
* Visibility in decision making position. Possibility of position In public office.
* Recruitment of members of each committee. The chairperson of each committee
will meet with their members over the summer break.
* Individual members can be recruited.
* Immigration Advocacy. By September, we will finalize PAFEL’s mission, goals and
objectives.
- October and November- filling of application for incorporation.
- December –Break for the holiday
- January 2011 – Letter campaign for Immigration advocacy ( AFTA did this in
1989)
- Today June 18, 2010 – Immigration Task Force was created.
Joel ( chairman), members – Chit, Penny, Raul, and Ronnie. The Immigration
Task Force will meet on July 9, Friday at 6:00 PM. Lilia will bring all documents
related to immigration issues.

The meeting began at 6:45 P.M.
Attendance: Celia Morales, Miliza Romero, Lumen Castaneda, Edna Alcantara, Lilia Juele, Mercy Dungog, Bella Estanislao, Josefina Badana, Victoria Rey and Essy Malibiran.
FPAE was changed to PAFE –Philippine American Federation for Education, to take away ethnicity and to serve the education as a whole.
PAFE New Goals:
1. Support and help member organizations to flourish by making PAFE resources available to them
2. PAFE can be a clearing house of information, a go-to place for information that we may be able to provide re education, Filipino educators, etc
3. Pursue research in various areas of expertise or subject matter to further the knowledge and expertise of educational colleagues
4. Establish partnership with other education-related organizations and individuals in pursuing joint ventures and projects
5. Promote professional development among member organizations. What do we want to do?

2. Link among the members
3. Advocacy for organization

b) Revisit issues to be addressed and projects to pursue:
· issues in education affecting not only Phil-American educators but the whole community of educators

Minutes of the FPAE Meeting, April 3, 2010
The meeting began at 11:30 A.M.
Attendance: Celia Morales, May Acero, Lumen Castaneda, Edna Alcantara, Lilia Juele, Mercy Dungog, and Chit Ros
A suggestion to alternate the meeting venue from a Manhattan site to a member’s residence and the day from Friday to Saturday in order to minimize travel and expenses of attendees and for increased getting-to-know-you opportunities for the members. (Ex. Saturday at a member’s residence one month then in Manhattan on a Friday the following month, and a member’s place one Saturday the next month, and so on.)
FPAE Original Goal: FPAE is a collaborative group; member organizations keep their unique identity; support and help member organizations to flourish by making FPAE resources available to them.
What do we want to do? FPAE can be a clearinghouse of information, a go-to place for information that we may be able to provide re education, Filipino educators, etc. Each member organization’s web site will be linked to the FPAE blog or site.
Individual members are accepted; invite Fil-Ed of Baltimore and Filipino Teachers’ Network of Prince George (Maryland) since these two organizations wish to be a part of an umbrella group. Lilia is sending them a formal invitation to join the federation.
The development of the Task and Mission has been overdue. The current executive officers of FPAE are presidents of their own organizations and are quite busy running them. Some questions are raised, such as
How committed is each one of us to continue with FPAE?
Can we regroup so that those who can and are willing to do the work will be appointed to an office that is otherwise inactive? Lilia will contact via email all FPAE incorporators/individual members to find out about their intent to continue with their membership or position.
Next meeting will be on Friday, April 23, 2010 at the Phil. Consulate Library (if available) or Smiler’s (next to the Phil. Center) at 6:00 P.M. Agenda: Invitational get-together to inform about the federation and to network; resolve our thrust-educator or education? finalize mission statement.
The May meeting will be at Chit’s place in Ozone Park, Queens on Saturday, May 22, 2010. A get-to-know-the-members gathering is planned to take place around the third week of June.

Minutes of the FPAE Meeting, November 20, 2009
Attendance: Essy Malibiran, Bella Estanislao, Edna Alcantara, Chit Ros, Miliza Romero, Lilia Juele, and Joel Agustin
The meeting started at 6:35 P.M. after a light snack.
Lilia reported that a blog has been created to give information about the federation and for the members to post comments and reply to emails from the group (in the absence of an FPAE website). Due to AFTEA’s withdrawal from the federation, it is no longer one of the incorporators of the federation, but it was agreed that FPAE will be open to individual membership. Hence, the body accepted the membership of Edna Alcantara, Essy Malibiran, Joel Agustin, and May Hope Acero, all of AFTEA. (Presently, the incorporators of the federation are ACES, AFTA, and Fil-Am NEEDS.)
Balikturo was conducted by Nellie Gabatino, Edna Santos, Chit Ros, Rose Tan, and Lino Arca of AFTA and Joel Agustin and May Hope Acero of AFTEA. They are requested to furnish Lilia the titles and location of the workshops for posting on the blog.

Discussion on Mission and Objectives
FPAE’s Mission Statement: (still a work in progress)
The Federation of Philippine American Educators is a not-for-profit research and advocacy group established to contribute in the pursuit of educational excellence.
It was agreed that if FPAE does what other organizations are doing, there is no reason for it to exist. FPAE will support other organizations as researchers and advocates for education. (There is a suggestion to make the name unique in that it should reflect its being an advocate FOR EDUCATION, as opposed to FOR EDUCATORS. One suggestion was FEDERATION OF PHILIPPINE AMERICANS FOR EDUCATION).
Some Starting Points with Objectives were:
a. Address issues in education affecting not only Phil-American educators but the whole community of educators
Pursue research in various areas of expertise or subject matter to further the knowledge and expertise of educational colleagues
Establish partnership with other education-related organizations in pursuing joint ventures and projects
Create a clearing house of research materials from various resources and members.
Agenda for the next meeting will be the setting up of the objectives.

*Identify issue and influence legislation for special education in the Philippines
*Design a manual for new Filipino teacher orientation

Finalizing FPAE's Mission Statement
As we have agreed, we will use this blog to discuss, agree and finalize the mission statement of FPAE. From our meetings, the mission is tentatively stated as:
FPAE will help Filipino American associations collaborate and maximize resources to achieve goals which otherwise would not be achieved by a single organization on its own. FPAE will promote the achievement of the highest quality in teaching and professionalism among Filipino educators, preserve uniqueness, improve services to educators (otherwise not available to them), improve outreach to Filipino American educators and students in the United States.
